You load up Street Fighter IV and when it asks you to make an account, just use the email address that you used to make your Live account, but make sure you have your internet either disabled or turned off. When it asks for the product key, just exit out of it and it should sign you in, but make you offline. Get at least one achievement and close the game. Boot up a PC game that you already own that has Games for Windows Live (I used my legit copy of Fallout 3 for this) and sign in with your internet enabled. It worked for me, seeing as it says that the last game I pla **** before Fallout 3 was Street Fighter IV on Xbox.com, so I don't see why it won't work for anyone else
